By the medic's glove and pyro's suit I'd say he's joking. Anyway, I'd expect that he used the Color Replacement Tool with Hue mode. I tried this before for the exact same purpose, colour changing tf2 pictures, but couldn't get it to work reliably. Using the tool with Color mode works but isn't all that easy to control.
Best bet is to mask the part you want to change, then do a hue shift on the masked layer. Works much better and allows you to easily tweak the colour afterwards!

Actually what would work better is an HSB mask layer, and use the mask to limit the HSB shifts to the area you want to change.

These are just weird. I don't know if the worms are an intended effect, but they look horrid.
And if you scribbled all those yourself, you could have at least gone in went one way the whole time. I learned that back in second grade.

I want to re-skin the Blue stickies to look like that. I prefer this new sticky colour scheme.
