I think the fact that they used a fanmade interpretation of what the announcer looks like and went with it as official means well that if there is something a large portion of the community thinks could or should be canon, Valve might also roll with it as canon if they like it.
If there is any other official logo for Spytech, then use that I guess. If there isn't, I really don't think the original person who made the fan-made Spytech logo would be anything but happy that their idea has been passed on, and I don't think Valve will mind if they don't have their own official logo for them.

It's not the same thing as if you design the same distinguishable default hat characterizing one class to put it on another class.
It's like putting Pyro's mask on Medic. The resemblance isn't huge, but it diminishes a huge characteristic from one class, and some confusions CAN be made.
I've made this simple heavy hat, it's a headband with bulb attached to the top, it's also team coloured.
