Sounds like it's your fault. These effects use a little workaround to allow them to have their materials loaded on any server with sprays enabled. No sprays, no effects. Especially if you have stuff that disables sprays in the first place.

Fixed, gamebanana seems to not understand the idea that maybe 2 rars could both be named 'bow.rar' so it redirected to some counterstrike mod.

Yeah, dunno what's up with that, materials are all wonky. Everything waist down is hits default melee pose so I don't think it's something I did.

Can Navi be paintable, sorta like when you paint the Cow Mangler it changes the laser particle color?

Paintability is gliched/nonexistant, the animations will not run when loaded on a character (outside fine) and the jigglebone doesn't have any qc settings (so it doesn't jiggle) as ballonicorn din't export with them for whatever reason.

Yeah, at first it looks like water pistol.
Guess it's for the pink tank and green Valve, textures should solve it.
Just like with Scotch Guardian, it also looked like nerf gun before texturing.

The thing holding the gas tank in place gives off a bit of a medieval vibe to me too, you should redesign it if that's not intentional imo. Looks like a torch holder.
Should also try a pure grey material render, coloured ones always confuse things.
