You'd be surprised by the amount of people who opt to use the Darwin's Danger Shield and Razorback. Razorback not so much, but the Danger Shield does see a lot of use from what I've seen.

Valve stores them in compacted modified RGB values in the item schematics. You'd have to likely apply them serverside if you were to make use of them in-game.
The best way to test them is open up items in HLMV, and plug the straight RGB values into those since those aren't compacted.

Why have I only seen maybe 2 quivers for Sniper? Both attached to specific weapons. I think Sniper would do fine with a quiver as a misc, even with his rifles, because it's still a piece of hunting equipment, even if it wouldn't have any arrows in it while Sniper didn't have a bow equipped.
So I was sort of concepting (although I'm not great at concepting) the idea of an ornate quiver misc for Sniper. Sort of a cylinder shape, maybe slightly flat closer to Sniper's body to reduce clipping.
