He's also going to animate the X-ray style, and it will have X-ray, Static and Off as styles.
As Ive mentioned before try using itemtest next time.
Then ill animate the Xray one and do the TV OFF style now.

Still working on the strap. I think a misc item would be best, it should fit with most hats.

Would it be possible to have a noisy slightly transparent screen, with a decalabe screen behing it, giving the impression that the decal is actually animated?

Have you tried if it works alongside things like the last breath, hazmat, apparition and foster?
From the looks of it, it seems like it maybe wouldn't conflict horribly with them. However, it looks like it wouldn't work well with glasses items at all.
Therefor it would be neat to try out and see if it could work as a glasses slot item.

So to make that i'd duplicate the screen faces, move back slightly, make them use a seperate vmt and the x-ray's texture, meaning it would have 2 basic styles of x-ray and blank static, with the original screen being animated and transparent, but what are the vmt commands to make something decalable?
