I think for that submission to truly be successful, it will require Sniper specific pistols. I don't think Valve will accept their own weapon, just used differently. It's just my opinion, but I think the item would look a lot more unique with unique pistols.

This goes for all animations, even not-for-profit ones, or animations on Valve released weaponry that would bring no income. That above animation strikes me as something that'd be weapon specific or action slot, both of which would require new content with the ability to be purchased. I wouldn't get your hopes up on seeing it in-game, but it may make for a neat mod.

Okay, so I'm having a problem because fuck Blender. I currently have a model with a full bone rigging and is ready to go. I also have two LODs where the bones didn't transfer. What I want to do is make it so I import my first model, delete the mesh, then import the LOD, and assign the bones to the new mesh. However, whenever I try this, Blender lolnopes me by not assosciating the mesh and bones. I think it is trying to say it's still assosciated to the old (higher LOD ) mesh that doesn't exist anymore. I tried unlinking the bones by clicking "Unlink" when right clicking on them in the all scenes list, but I get an error message of "Not Yet". and that's it. Halp? And in a direct email from Valve in which I spoke to them, they refused [b]ALL[/b] animations under the idea of an unfixable product for consumers, no matter the circumstance. Apparently testing it in some sort of [b]BETA[/b] is out of the question.
Valve accepts animations for Dota. TF2 is not build to easily accept "plug and play" animations like Dota, but I don't think them adding custom animations would be impossible. I think the double pistols is suppose to be a new weapon, isn't it? So the creator would be paid via sales of that weapon, but at the same time it using a Valve model means the revenue would be awkward. I think if revenue is awkward for them, they'll just ignore it, especially since it requires quite a bit more work on their end to implement.
Why is it unfixable?
