I wonder if they know it breaks critglow. I'm inclined, based on the mangler's stats, to believe they do. But maybe they forgot.
They really need a universal method that doesn't rely on specific weapon vtfs to work
They'd probably just have to code a new vmt parameter that works like color2 but is seperate and overwrites it. The only problem with crit glow is it's using the exact same parameters as paint.
Also, the alpha paint mask needs to be disabled, which I think can be done through proxies

Be a secondary for the Heavy and and a primary for the Demoman.
Shoot mini grenades like a shot gun.
Have a charged shot.
-50% damage penalty. (from the demoman grenade launcher)
Launched bombs shatter on surfaces.

Wasnt there a petition on SPUF a while ago to get paint on weapons and valve said they wouldnt because of team confusion. Of course I might be imagining things.

They said that, but I imagine they would make exceptions for weapons that would only have a small area painted. They also temporarily allowed team paints on the Cow Mangler.
This is the best texturing I am currently capable of...really need coaching. Merely looking at existing textures does not help me at all.

To make it fit in the Scout's hands you'll need to decompile it and reposition it and then recompile it.
You'll also need to do it like two times, there is a c_model for the world view and first person view.
Because the Flying Guillotine has many possibilities, how about for a mod something like those beer bottles you find around maps.
