That's my bolt pistol c: Funnily enough it was originally soldier but it just clipped less as scout. I am planning to redo it with jiggle bones and a better texture. Maybe include team colors as well.

When I say mod usage, I mean non profit distribution like Gamebanana. Steam workshop submissions are for profit endeavors. That's where the problem starts

At the end of the day, use whatever 3D application you're comfortable with or want to try out.
If you're someone who just wants to play with making models for TF2. Grab Blender and play around. Given that it has plenty of video tutorials specifically made for making things for TF2, it's a good tool to use if you have no higher goals.
If you're a student, or someone that genuinely sees 3D modeling/animating in their future, then use something like 3DsMax. Granted it's slighty more tedious to acquire (you have to do some signing up is all), but it's the industry standard, and you'd do well to get it for the experience.
If you have the time and patience, I'd suggest trying both, following tutorials, and seeing which you're most comfortable with regardless of what anyone else says. They're both great tools in their own right. You wont get much fair, open minded advice when asking people at the emporium as to which to use because opinions are usually very biased. So try them out for yourself.

I'm arguing more of a self security sense in a hypothetical situation. Will it happen? I highly doubt it. Can it happen? Sure it can. Also, who the hell would check every model CANDIDATE? They would be after the people with money if they did this. When you narrow it down to ACCEPTED submissions, the pool is suddenly a LOT smaller.

I had planned to make it replace the lugermorph, but both the luger and the pistol are on w/c models instead of just c models like fucking everything else.

I'm not worried. I can't model and its nothing I ever look to do. I do a bit of file conversion, rigging for people here and there, and particle system setups, and whatever else to get their stuff in Source, but that's about it--and for what little I do, I do in Blender anyhow since it's what I know, not because I'm worried about some silly legalities.

You do realize that i manage to fix really old v/w model mods to work with the new w/c model set up by just re-hexing them? I'm fairly certain it can work the other way around re-hexing a c_model for a w_model.

I'd love to see the mask as a misc and the helmet + tact. stuff as a hat. The tact. stuff could be a style and then the hat would look good with stuff like the foster's and last breath.
And the lights on the eyes would fade in and out.

Very, also a really really long time until you develop any actual ability at it. To make something decent I would say around a year or a half is pretty good.

You may have rigged it to wrongly to a bone/bones. I've had similar problems.

You're still early, like a lot but so am I so I can't really say anything. What you need to work on is more fitting ideas and better textures because a lot of your stuff is either facial hair or really weird for tf2. Probably your best work are those boots.
