The former seems like what's happening. Moving it an inch does nothing, moving it a foot makes the head jerk completely. And I doubt it's the second as I can run TF2 excellently (not sure what my average FPS is as I haven't checked in a while, but it's good.)

Also remember that it's dependent on how fast you move it. If you just slowly move it then it won't jiggle much. If you swing it around as if it's a baseball bat then it will jerk around.
I can go play around with the length values though.

You need to assign a material to your model before you export. Hit m to open the material window and assign a bitmap. This is the same name the model will look for when you put it into tf2.

I think it looks better. Might be hard to tell in third person, but in first person you can definitely see the difference.
(I had it on length 200 before and now it's at length 100)

I also constrained the eyes a bit more so that they don't go more than halfway inside the eyelids. (that was creepy)
