How come you didn't make any changes to the boots? They are way way way too detailed, and you've had more than a few people mention that. So it seems to me like that would be a problem.
Take critisism and try to apply it, rather than ignoring everyone's cry for a more fitting style. Makes me think you shouldn't even be posting here, most people come to this thread for crits to help better their modeling skills and models. At least I know I do.
I try to help out, but it pisses me off when people keep making the same mistakes and ignoring the people pointing them out.

However, in-game everything is triangulated. It doesn't make any sense for them to put the poly budget in anything but triangles. Aslo, a triangle is indeed a polygon.
Besides, a polygon can have any number of triangles in it, so it's a bad measure of budget anyway. For instance, you can have a model with 500 polygons, yet it has 6000 triangles.

if that item is accepted valve will probably use LOD 1 as the primary LOD because of that high count. I believe they did this with the Last Breath.
Looking at LOD 0 and LOD 1, they are so similar that it seems you could just update some minor things on LOD 1 and get a lot more bang for your count.

It is too high, but just thought I should point out that if it's intended for stats, the budget for weapons is 4000 or so
