If you look close at the mission control achievement, you'll see that the scout has an identical object on his back.
Also why would the TF2 team release the repair node after deciding it was complete crap back when they first came up with it?

Hey... what if they add a link to a different hidden page for each of the hint items?
The banana peel is done, linked to the court's files and explained. Only remaining is the rest of the hint items and the bottom of the front page is still pretty huge. That would be fun.
Because some items seem to have an obscure reason to exist.
Just speculation.

They're adding WETA Stuff, and scout kit clearly has something like a jetpack.
It's a jetpack on the achievement.
Maybe it's something brand new coming with a PDA unlockable.
