I'm pretty sure. They had them for the Uber Update (but you had to be extremely wealthy just to get like five weapons by crafting). Recipes will most likely cost two reclaimed + weapon to make, maybe even more or less depending if they trade a reclaimed for a weapon in the recipe.

Likely a coincidence. In Aperture's hayday, their first batch of test subjects were astronauts, Olympians, basically the best of the best on earth. Then as things went to shit they had to use hobos and tramps, and finally their own employees.

I think this is right. Remember the replay update? The guy who crafted Villain's Veil #1 got a screen saying "You have Crafted: TF_VillainsVeil" with a checkerboard texture instead of the item's icon. I assume he hadn't updated the game, because if he had, he would've had the complete name, description and icon of the item.
Someone inform me on this craft-ready attitude. Is there a race to craft stuff, or is everyone just really excited to get new items? Does anyone know how the misc items will be crafted?

Every item in my backpack just gets deleted instantaneously as the update arrives
I don't have many of those random items. I hope you don't need to use too many of them along side other weapons to craft the new ones. Though I suspect you might need to, unless they are for something completely different.

Time zones. The timer uses your local system time.

Your computer is probably on the wrong daylight saving time setting or something (or it's just set an hour ahead).

It's using your local system time, not a server time. If your computer isn't set to the right time (DST, time zones, etc), it'd change it.
EDIT: Actually, I just checked the code, and it seems to use a server generated time to start, but then uses your system time compared to the final time.
