Bone weights are all inherited from the reference or LoD0 mesh. This usually happens when you create vertices in the lower LoD meshes that do not match the reference and studiomdl has to pick the correct weight for the new vertices based on the neighboring ones. It doesn't always get it right as a neighboring vertex could be weighted 100% to another bone causing it to weight it to the wrong one.
You'll have to look over how you welded the vertices and make sure no new ones exist.

Had the same issue on a few items, is there any QC parameter to force the compiler to pick the weights from the actual LOD smd instead of the reference model?

No, there's nothing you can do other than try and fix the offending vertices. All bone weight data in lower LoD meshes is ignored and not used.

If you look at his aliases, you'll notice that he's an alt of "Something Wrong", a known scammer/hijacker. Neo said that he was contacted by someone asking about gifting self-mades shortly before he lost his account and I'd be willing to bet it was the same guy. I guess that means I was also targeted at one time.
