I just removed the phong mask lines completely, and it worked (pretty much). When the character dies it still looks a tiny bit funky, but not really noticeable.

i think it has more to do with the giant bodygroup it would require and the large area that gets changed, which is bad for both class recognition and compatibly with other items

The problem is probably all the extra models needed to make the other misc items compatible with it, i say just resubmit it only showing which of the already ingame items that work with it and forget about all the extra stuff

I was going to comment on this before.
I could foresee the Hazmat hat getting rejected due to the fact that it modifies/replaces other community contributed items, which may cause some problems in regards to getting the consent from authors. I thought that maybe Valve had a different point of view, because I recall Sparkwire (or someone working on it) implying they had information from the TF2 team saying that they were willing to implement automatic styles for conflicting slots.
Either way I think it's worth resubmitting as the head alone. They could have very well just took the head by itself WITHOUT the additional styles, but there's probably some legal/technical problems with doing so for Workshop items (who knows).

Basically, Valve doesn't want to do extra work. Though it's sort of understandable since if they WERE to add any v_models, they'd have to keep doing it as Spy items got added.
