it's not a specific tool per-say. but specular maps
go on and look it up on the valve wiki. it'll help out
Regarding the wrench, I'd say it needs something like... a different edge, or something, where the black suddenly goes into the gray.

That is mostly about the reflection (speaking of which I never managed to get an $envmapmask working in TF2), what I'm looking for is to reproduce that metallic noise we see on textures like the Spy's knife. Should I use smaller brush, and how many colour variations?

One of them has said that they do check for what's inside the files we have. I've had some of my work commented on because the lods i left in the files are just merely 20 tris smaller than the main lod (due mainly cuz of itemtest querks and me being lazy that way. Its a good way to gauge though if they really check the files.)
One other way to know that they check the files is when you dont finalize your contributor shares. They can only check your files if the contributor shares are finalized. I've had myself and some friends contacted by valve asking to finalize the item so they can view the files. This shows that they look at items based on what catches their eye and then checking them out if they fit the requirements.
Another magic number to look for is, according to a valve dev, 100 votes. If your item has at least 100 votes, it has surpassed the first pass. I know that's kinda lame but hey thats what the guy said.[/QUOTE]

Advertising to the same group of people over and over will get you far fewer votes each time, and people will still only vote if they like it.
More pertinently, it doesn't matter how many votes it has anyway, if Valve don't like it, it's not going to get in.

I'm not liking the wrench so far, the rest is pretty sweet though.

I like the change with the rivet gun grip, looks more natural then before, I also don't like the Wrench, looks really unfitting with the rest of the pack too imo

There's one item that I originally had in mind but thought it was too odd to use it like a wrench. I might reconsider this and think an other way around for it.
