Sniper's pants, both RED and BLU, might suffice for that. Not really greyish, but it's less bright and vibrant.

The smoothing looks a little weird on some parts (mainly near the top of the hat), but that's a fairly minor thing, so I wouldn't really worry about it.
For the most part though it looks pretty good (especially for a first time model).
I don't really think it's very fitting for the spy though. Don't let that stop you from submitting it to the workshop, however.
It's probably the first time he's made something for TF2, not the first time he made any model whatsoever. If I'm wrong, then wow.
Had this on pageking a few days ago and I got only 1 response on it that wasnt really model shape or texture related. Just saying, I gave it a shot for opinions.

That's psyke's job. And from what i understood, the other items cannot be released to replace some of the items due to valve-required coding.
