Alien Swarm had a different control scheme, and I'm pretty sure it was released as a bit of a demo, hence why it was free. DOTA2 is a completely different genre compared to other Valve titles. So it has a fresh appeal to the developers of games that have been predominantly been first-person for the past decade+.

Just because it has puzzle elements doesn't mean it isn't the same exact project, art, etc that they've been doing for years. Dota 2 has a whole new art style, it's fantasy based. For the first time Valve can work with magic, swords, knights, monsters, animals, and so on. A character like Ursa would be ridiculous in any of Valve's other games, but they're able to make Ursa into a great character and design him, something they just couldn't do with first person "serious tone" games. Part of also why I think TF2 has endeared. It's just too different "feeling" to work on. Models are done differently, textures are different, animations are bold and exaggerated. Unfortunately, this also means those that TF2 would appeal to work wise happen to be the same that find working on Dota appealing. I dont think tf2 even has a team, just simply people work on it when they want to work on it.
