I don't know about that. Valve promised a big update this year, new saxxies and meet the pyro. There's still 6 months for them to deliver that, and I bet they will. He's right when he says we've all got our money's worth from tf2 and then some, I don't want tf2 to die out any more than the next guy, but I don't think anyone can argue that if for whatever reason valve decided to stop updating tf2 after the next update we wouldn't have got what we paid for at the -very- least.

We're not even to the halfway point for when they said this stuff will come out. The blog came out the same day as the announcement.

...they're almost done with Dota 2, and you'd think they'd throw an update like the Uber Update by now, with only weapons and MtP.

It's the base color, the "regular" items are the same color
It could just be the color assigned to items bots use, maybe they'll start using unlocks or something.
