For all intents and purposes for TF2, any equipable, cosmetic item that is not a weapon and does not have an effect on gameplay such as the Ambassador or Razorback is a hat. This includes the Hatless hats, the Gentle Manne's Service Medal, the Camera Beard, and so forth.
