84/3 = 28, why not say the game rolls a 28 sided dice and if it rolls a 28 you score a hat. It's just simpler that way and I'm assuming that hat calculation is done steam cloud side so someone couldn't have just ran it through an assembler/decompiler and found at that it does give you a 3/84 chance because that just seems a bit keen and they could have just produced a version which rolls more often and gives you 100% chance to score a hat then made a vac free server to host their 'mod' on.

I think I figured it out, I think everything is predetermined in the drop system,
4:00 everyone rolls for a bonk helm
4:30 everyone rolls for a FaN
Something like that, only reason I think it works like this is in the last hat megathread, 3 people got the bonk helm around the same time last night. Just a harmless theory.
