Since it's a fish, he might attempt to make faceposing or lip syncing or just have the head flop around with jigglebones and that's it. The melee is simple enough as-is, a Scout head wrapped in newspaper.

Another thing would, wouldn't the models need to be somewhat similar to the original milkman set to be more effective? Since that set was contributor-made, wouldn't Sparkwire need permission from the original author to create a "parody set"? Or once an item gets in-game, it becomes Valve's property and other authors can make a different project based on such items? Jesus, that was a complicated paragraph to write.

For example, imagine someone would want to make a teddy bear that is wearing, say, the Madame Dixie. Can a person submit that, or is it required to ask permission to the original author (in this case the Madame Dixie's creator)? I'd like to know if when an item gets in-game, it becomes automatically Valve's property and any other contributor will then be able to create an item with the likeliness of said product, without the need of any other permissions or requirements. (And about the head being too big and presenting a problem to Snipers, I figured it shouldn't be a problem since it would probably be a Halloween-only item, and the Idiot Box seems to be way bigger than that)

But things that pay homage to it are free-game. Direct alterations of it are foul-territory, Valve will shoot those down despite them technically being Valve property. His head still stops where the hat stops approximately, the fish head is huge.

Contributors still have a degree of control over their own contributions; but that doesn't mean they have complete control in all cases -- take the Last Breath fixes that Daimao contributed for example and compare to the reworked #1 Fan set that BANG! contributed. Valve can take liberties with the items if they choose to do so, but will attempt to be accommodating to contributor-made alterations to a certain extent. You let Valve do the same (so the Mackerel in that one F2P game) 2. It's not exclusive to that game (so you can't go and sue Valve later saying it's only for your game). Neither can have exclusive rights to the model. It's actually a really fair and contributor friendly ToS
