Take your hand, place it on your face, above either eye. Begin to move your eyebrow, arch it, furrow your brow, whatever, note the bone underneath does not move, but the flesh is being moved by muscle. Therefore, why would the robotic "Skull" move?

It looks more accurate to the Terminator, it looks more accurate as a robot, it looks creepy in a fitting way, it would not make sense to have metal bend and deform to make facial expressions, and would make it look less like a robot and more like a mask.

Because creepy unemotiveness is a huge part of the appeal of killer robots in general, and the Terminator in particular.

I think you guys are getting a bit insular about this. On the widest perspective, more emotion=more character = a deeper personal connection on a human level. I'm not saying you aren't free to have your opinions, I'm saying think about the wider tf2 audience, the people these items are for.

Good point which is why on my original redone zombie scout model the skull half was going to have eyebrow movement now that it has been redone I honestly don't know weather or not it is going to stay skull at this point I'd like to see a little bit of both mainly because tf2 is set in a cartoon world and well quite frankly why does it need to be any degree of realistic lately I

The layer of skin looks a little too thick for head skin, especially since its so bright red
Also it looks as if he pierced the glasses through his skin because his ears are so saggy, which makes it extra creepy

Putting emotion to the endoskeleton will ruin the very idea of the item itself, that under the heavy is actually an emotionless robot. I am aware that TF2 uses a cartoony (sometimes wacky) trope, but i also has a sinister and tight physical reality. Having metal bend to show emotion destroys that reality too much that you cannot suspend your belief over it.
Take into consideration how a regular sentry moves. It has its fluid clock work motion but when its sapped, it points itself downward. This gives you a logical indication that it is in a non-operational stat, giving it a sense of emotion. You can have the sentry slop down like this:

but you really didnt need that characterization and it would look out place in the TF2 reality.
