Decided to scrap the scarecrow mask, since there's already a better one on the workshop, but anyway, for te pitchfork set i'm making this "hillibilly-like" hat, there'll also be a flamethrower. It's meant to be a halloween set that also looks good not only during the holyday

When this artwork had been released I started working on an icon pack to replace the old as fuck beta icons the vanilla game has. I've made a few icons, but dropped the project because some of the icons would've need to be made ridiculously small to fit inside the 256x256 limit because they are wide (Sniper for example, with his long-barreled sniper rifle. I actually made the barrel shorter but it looked like shit). Also they required repainting to blue palette, which was attrocious. I wish Valve remade those icons. Unless you mean the health meter, then it's somewhere on Gamebanana.

You just simply don't make secondaries that conflict with existing miscs. It's only acceptable if the kind of secondary existed before that kind of misc, for example gunboats. Make it a misc.
that's not going to be accepted as a secondary. Pyro has 5 miscs that use a backpack, it's the most used misc equip region for Pyro (beats head replacement and grenades, which have 4 each).

if that's going to be mustard gas, you can borrow the mustard color off of Pyro's gloves, and it'd have a little bit of synergy color wise, rather than introducing a new color into the mix

It's better to have it be a misc and go alongside a fitting weapon as a set, because then it might get in as a misc item to go with your set, or if Valve feels like it they can decide to make it a secondary. Either way, I think that looks a lot better than the previous idea.
