TRADING HAS NOT COME OUT YET. IF AT ANY TIME YOU SEE PEOPLE MAKING TRADES/OFFERING HATS FOR TRADES, ITS JUST AN OFFER. THEY ARE SETTING UP TRADES FOR WHEN VALVE/THE STEAM TEAM DECIDE TO IMPLEMENT IT.
