Valve should give that Hat to people for a day on their birthday

Steam doesn't have birthday information, and if they were to add it, everyone would set their birthday as the next day so they can see the hat.

The regular party hats would be removed from tf_birthday mode, which solves all the clipping issues they had with equippable hats.

Allow it to be worn globally on TF2's birthday, and allow it to be worn on servers with birthday mode on.

Besides, I like the idea of hats that celebrate something and are thus dedicated to the days they celebrate. It's a neat idea that I wish Valve did more hats for instead of just the Halloween mask.
