Well I might craft it soon that is if I craft a dupe or hatless.

The hat was made to celebrate birthdays, and so it should be able to be used on servers that have birthday mode on. I would not want it to be restricted to a very short period of time when TF2's birthday is being held. It would make me sad that I would very rarely be able to use it, and all the time I can't use it, it just taking up space in my backpack. It would become a hat that people get annoyed by. It would be a hat that used to be available to everyone, but suddenly it became unavailable to everyone except for a few days a year. Making it be usable on party servers would make it a neat hat that you can choose to put on every time you visit a server having a party, or when TF2's global birthday mode is on. Birthday mode would become a lot less unique if the hat could not be used, and that would be a negative thing for the community that likes birthday mode.
