How do you get the modest pile of hat/towering pile Etc.?

The only hats i have are the Backbiters billycock (Random drop) And the professionals Panama. (Crafted from 2 spy beards)

I haven't gotten one class specific hat yet. I'm working on crafting a soldier one. I have two refined metal right now. How can you trade?
