As of the patch from the 4th, any item worn by the Spy will be rendered in addition to his disguise. For example, a RED Spy with a Fez while disguised will show up as a BLU whatever wearing a red Fez.
This made it incredibly difficult to play Spy while I was wearing my 50 Wiki Caps with 50 community sparkles.

it's not so much that it was broken. It's that they forgot to assign it a taunt when they created it, so it used the default taunt.
