Yeah, it really is wasted potential. If they actually used the beta, then they would keep the community more occupied between updates, and would be able to more easily notice flaws in their designs or what type of things the community enjoy.

Then again, they waste potential, even before or after putting the beta to rest, shortly.

Perhaps somebody should ask one of the tf2 people why the beta is being neglected? Maybe for a little bit of insight from the people who actually made it?

I think the beta has a lot of problems which are reasons they don't add items to it or test anything.
1. Item drops. It's kind of stupid if you get a hat or cool item in the beta it doesn't mean anything, meaning people just don't want to play. I got a Dapper Topper and 2 name tag drops in the beta. After that I kind of didn't really want to play anymore in case I got more goodies
2. Nobody has their loadouts they're used to. It's a lot easier to test items when everyone is using weapons they would in the "normal" game. In beta, everyone is a "new" player and weapon distribution is poor. I don't think it's possible to trade beta items either.
3. It's just more work for a team that is small enough as is. Why bother updating the beta when you can just add the weapon and balance it later, and making new attributes and stuff that may never be used is just wasted time.
4. Nobody, not even Valve, wants to waste money hosting beta servers. It just isn't worth it.

Those 2 can be fixed easily:
Disable item drops and give everyone every weapon. You don't need hats to play the game. Maybe hand out a Familiar Fez, Attendant, Milkman, Grenadier's Softcap and a Ol' Snaggletooth for the setbonuses.

That comes with the problem that playing in beta means that you don't get your normal tf2 item drops (though I suppose they could have drops and apply them to your main tf2 account without giving them to the beta).

But when the Beta doesn't get drops, what'd the problem be?
People wouldn't want to play the beta, since they'd be losing out on drops in regular tf2.
That reminds me. I have a Fez in my inventory in the Beta from way back when, I don't remember why I got it. Did they give a random polycount set hat to people who logged on or something?
To clarify, it wasn't a drop. It was one of the items I got when I first logged onto it. But I didn't have one in my normal game inventory at the time, hence why I'm confused.

not the specific boss, but the same general idea. some kind of epic fight against gray mann or something.
You know what was cool? The original way of unlocking weapons through achievements.
Of course, now we have probably near 200 weapons. Doing the obligatory achievements each update would feel like a chore list after a while, and that would blow. But still, that's a pretty cool system. Do any other games do that? TF2 probably wasn't the first to do so, right?
(On a related note, I finally got my hands on the Scout's cleaver! That weapon is [I]fun[/I].)
The way to bring people back from not playing beta because of the way drops work is either:
A: reverse those changes
B: let items be transferable between beta and the release, with the obvious exception of beta-only weapons

I'm going to assume new missions and waves. New maps would be a pretty big thing to just add randomly.
