why wait a month? It's not like the genuine codes expire or the promo somehow ends.
Valve always wanted to leave a time exclusivity for the Genuine versions of items, the only two cases I can think of where they made the items droppable/craftable as soon as the Genuine versions were released were the Deus Ex pack and the Sleeping Dogs pack.

Archimedes and Balloonicorn were similar promos as this and they were droppable and craftable from the start.

The Sodden Victims killeater is coded for jars, I am unsure if it would work for a non-jar. It's a similar reason why the Mediguns cannot have "Allies Extinguished" Strange Parts applied to them, it's because those Strange Parts are explicitly coded for jars and airblasts, the code doesn't support the Mediguns' streamed extinguishing. On the item server, each item has X amount of allocated space for it to use, this space stores the item ID, item quality, item name, item description, and has space delegated to be used by the killeater counters. If I'm not mistaken, they have to manually determine if an item gets more space to use for a secondary counter when they make it. Which means going backwards they would need to revise a few things. However, with the addition of Strange Parts, that's a debunked theory as now each Strange can have up to three more additional counters. If there is a technical reason, they seem to have already addressed it. Why such things don't get changed around once a solution has been found is solely on the TF team's shoulders.

nah, I trust those that are working on TF2 right now know what they're doing. They're not making the bananas nonsense mistakes the Dota 2 team (~100 people) is making with item distribution. At least TF2 has never had to revoke items, lol.

At least it's not a closed beta with time exclusive items, that have PR stating they will never be released again ;) They're always careful with TF2 items and making sure nothing is truly promised as "exclusive" unless it's something like the Saxxy and not like a bunch of nerds complaining about the Dapper Topper.
