Think of it this way:
On one hand, you have people paying to play a set of missions and get a free drop at the end.
On the other hand, you have people who will play a custom set of identical missions free of charge, just with no free drop at the end.
The vouchers make more sense because it cuts out the middle-man. Don't restrict missions to paying, restrict those drops to paying.
Betting there won't be any Mann Mode servers in Australia (we don't even have valve servers here).

Umm, you don't actually have to buy tickets every time you want to "try" Mann-Up mode, do you? From what I read, the tickets only expire upon successful completion of the mission. So, you only have to buy tickets every time you SUCCESSFULLY FINISH the mission. You can try it as many times as you want.
There better be new voice lines.

Right, that's exactly what I was writing about. I wasn't trying to remind people that the low entry barrier is exactly what makes people spend more than the initial amount. Clearly I was saying it's a bad business model.
