I'm starting to think those "emtpy servers" are just people hosting private games and they either have passwowrds or unforwarded ports, hence why they are just still empty.
Still cant connect to the store, que system, item server, etc...
The empty servers are definitely that, there are so many clogging up the list it isn't funny.
