Then use the alternative method:
Counter. I'm pretty sure that you could at least do some damage on his delayed attacks, and even get a star if you pull off a counter with his normal attacks. (Or even get stars all the time if you're good enough.)

I swear to god I am TERRIBLE at countering Don Flamenco's attacks. I've been trying to do the "Knock of Don's toupee in round 1" thing, and it's set up so the VERY FIRST PUNCH of round 2 knocks it off unless you're a god at getting stars from countering him. I swear to god that was on purpose.
