I think its purpose was to run around a big nest of engies and still be able to dole out some fuck-up (I realize the sapper could do this too with some determination), but it went too far with that, and by the time an engie and his pals all run around fixing shit and kill you, or you run, more than three fourths of their shit is gonna be degenerated. The Red-Tape should have these tweaks: It takes more time to degenerate (again) AND/OR You have a limit on how much you can have on buildings at a time AND/OR they get knocked off with one hit AND/OR they can't degenerate past level 1, but are still disabled.
