So I ran out as a spy with the Red-Tape Recorder and put them all to level 1 and I died. The cart moved, and everyone was happy.

Unfortunately, I can't do that in the loadout (unless there is a feature I don't know about).
I'd make it in SFM, but the SS isn't there and that's a big effect into it (besides, had I did it without the SS, it would just be Tamiya's Blu Brothers video).

Join BLU, in the class select screen, highlight Spy and click the Edit Loadout button.

There is a page on the TF2Wiki explaining that. But to save one step, you can use the HLMV which comes with SFM.
