Well, when you are a Scout and constatly eat Flares despite trying to dodge them, I know how you can hate the Flaregun.

Simple Flare Gun when no Pyros around, shotgun when there is an annoying Pyro around.
The same with the Soldier, Buff Banner if you have a team to work, or you need easily a Heavy. Shotgun if you are working alone and need a plan B.

I never use the Flare Gun only because it's so easy to pick up a health pack when you get hit by a flare, unless if you are very far away from it. Shotgun is just straight damage.

but those free crits. unless you are basically standing right next to a health pack, it's very easy to just shoot them again while they're running towards one.

It's a viable sidegrade since it's faster than the soldier's rockets and it does consistent damage across all ranges.

Two shots with the flaregun which takes longer to reload, so 3 shotgun shots is probably faster. Or, you know, the same time. So it'd be just a side-grade then.

How about distance? I doubt 3 shotgun shoots can do the same damage as 2 flare shoots in a medium-long distance.
Long and medium range enemies are doomed if you have aim and a flaregun.
