how about a cloak that:
+ Teleports you to the spawn room every other time you cloak.
- -20% cloak time.

the only way that time-slowing could be used in any way would be as a periodic event tied to the map, not any players. it would be server-wide and impossible to spam, and every player would know what he'd be getting into by playing on that map. I could see it in a nucleus-themed environment.
I'm surprised nobody has compared this to speed hacks yet.
