Would it be possible to "teamcolor" the effect, so that the special shading is reddish for RED Demomen and bluish for BLU?
The Horsemann's purple tinting was to signify his unaffiliation with either team, after all.

The vmt color fix doesnt work in dx80...and for some reason I cant force tf2 back into dx9+ (even with -dxlevel 91)

You guys are making this [b]far[/b] more complicated than it has to be. The purple glow isn't handled by the texture at all. All of it is in the VMT file. The purple glow is simply done by using the $selfillum property in the VMT. You can technically add a glow to any weapon you wanted to if you so desired. It also allows you to change the color of the glow, if you wanted to make it team-colored, for instance:

Retexturing it is both a waste of time and it comes out looking like shit. Adding the glow to the Demoman's Headtaker is as simple as copying the Horsemann's Headtaker's VMT file and overriding the Demoman's. They both use the same texture so there shouldn't be any problems. It's literally as simple as copy & paste.

Unfortunately I won't be able to do it until GCFScape is fixed since it's currently impossible to extract the model from the GCF. When the fix is released I'll make the team-colored axe for you guys but until then you're out of luck. Once I can actually get the model files it'd take me like 2 minutes to do.
