This means that when you die, the hat will fall off your head. Hats like the soldiers stash, tooth belt and miners light don't drop, as they are simply addons for the original hat and it would look weird. All other hats do drop.

They've been mentioning the 10th class a lot lately.
First, there was the Guard Dog post. Although it was just a joke, it did spur a lot of discussion about 10th class ideas.
Then, they released the models in Meet the Sniper, including the bobble head of the Civilian, the 10th class in TFC.
After that, they released the Harvest map which had a tombstone marked "RIP, the 10th Class"
Now, they're saying "IS BILL'S HAT THE 10TH CLASS?"
