It's a situational weapon.
It's only got a use if there are Engineers. Enemy Engineers are unlikely to let you even get close to their buildings and it's useless if there are no Spies on the other team to harass your team's Engineers.
Class-specific uses don't make the greatest of weapons; it's just that typically the Pyro and Engineer have good synergy, so people ride that wave and are 100% fine with having a situational weapon that tethers them to the nest so they can be close enough to defend it instead of roaming around to pick off stragglers like a Scout or Spy would in a defensive situation.

So it seems that it didn't prevent people purchasing who already had the bird doll in the cart after the store removed the item.
