I dunno, that thing chews up ammo, but considering the bots drop ammo and money, I suppose it wouldn't be that big of an issue.
The tf2 team wouldn't make it so the bots AREN'T flammable, that'd be stupid.

For the sake of our sanity, it'll probably be a projectile-based boss. Otherwise we would have to deal with melee that is larger than our entire bodies, which is ridiculous.

It would be neat if the Jarate didn't make incoming damage minicrits, but short circuited the robots and made them take damage over time, kinda like the Jar-of-Ants from randomizer.
