Get all your friends, tell them about your server, online or in real life. If you can't fill your server by then, you're not trying hard enough. Oh and having no crits or damage spread is garbage.
No crits unbalances the game, crits are a buff to players with less skill, so the game is focused on team work rather than individual skill, same for weapon spread, this is why comp is often hated in TF2, it takes away part of the game's soul.
Advertise among your friends. But PLEASE, don't fake your player count.

Don't whine to much. I bought a server for ~$500 and put it up on a better connection, that seemed to be a pretty good way of killing my server. The IP changed, so everyone that maybe had favourited the server probably think that is has ceased to exist by now. We had no active community website before the change, so we couldn't announce the new address. I think that my main problem is that the server doesn't show up in the server browser anymore though, so the only way to connect is to know the server IP. My servers have been deserted for almost 2 weeks now, before I might have been on the top10 most played Arena servers in Sweden. I have tried to find out why the servers ain't listed, with no success (I have ongoing threads at 3 forums now, one at facepunch). So now we have an Intel Quad Core rig, doing nothing but hosting a couple of deserted TF2 servers, and Saxservers Public.

Valve only put crits in so people wouldn't stop fighting so often. Remove the no damage spread, keep no crits though. Then find a few gaming forums and advertise your server, I swear there are a few aus forums hanging around which will have a advertising section. Think outside the box, not inside.

get a good admin (don't give it to kids) then you will have the server in orderly fashion with no faggot admins and players

So far every competitive player who announces themselves as one here has been chased off as they prove to us time and time again that they have a superiority complex. The reward for doing well without crits is, well, winning. With skill instead of luck. Not going to stop posting because some people don't play seriously, that's not what I'm here for. It buffs people with less skill because, as I said before, you don't need to have done anything to get a crit. It does ramp up, but it doesn't start from nothing because you spawn with a base chance to crit no matter how well you've done. I know more people will join my server if I enable them, but I've been saying that these players aren't my target audience. Rogid David would get more customers if they sold no-brand cheap clothes, but that's not exactly what they're going for, is it? Crits are part of the balance of the game, it allows good players to get through enemies more, and allows bad players to actually have a chance of survival when facing off someone else. If you can't accept that crits are a fundamental part of the game then you need to be uninstalling it and getting back on CS. Nobody wants people like you shitting up the game.
disabling spreading damage is completely unbalancning. body shots with soldier is not to be done, and the class was not made to do this. lots of soldier strategys rely on this spread. sentry need it, demomen need it BAD just disabling this is completely unbalancing.

Going with what everyone else said, your biggest problems are with the "no crits, no damage spread". I'd also like to ask what you mean by non-restrictive class limits. If there's a limit imposed, it's restrictive. Anyways, you're not getting much traffic because of how much you're limiting yourself. From what I've gathered, you're hosting an Aussie server. That already cuts your available audience a metric fuck ton. Secondly, you're trying to appeal to the "serious/competitive" side of the TF2 audience, which is, again, very limiting. The serious/competitive audience for TF2 is probably rather small, especially in Australia. Honestly, just add the damage spread and crits back in. If you want to try and attract serious players, then just let your server attract players, then have moderators and admins available (especially during peak hours) that can ban or kick players that you don't want. I consider myself a serious player, but I'm not a competitive type. I personally prefer to play the game and win the objectives rather than spending an entire round struggling because three quarters of the team is just killing rather than helping attack/defend/push/cap. I think I went on a tangent in that last paragraph.
