After you get it, look in your backpack and scan over it. The stats it gives are "Level 10 Holiday Hat" and "Holiday Restriction: Halloween". This does not show up in the backpack viewer, at least not that I've seen.

That could mean that you could only get it at halloween though, how do you enable the debug text on tf2items? forgot.

Well, you can only get it via the achievement, same thing with the Gibus if you didn't get one through the website. Presumably, the achievements are going away on the 3rd - since the 2nd is the last day - so you won't be able to obtain them anyway. Why would they add the restriction line if it meant you could only get them during the Halloween event? Why does the Gibus not also have that line?
