I think their leaving it, but are gonna change the skybox, or at lest that was the impression Hammer gave to me.
For some reason, Valve's hired goons on the official forums are deleting any threads that contain information about how to add exploding pumpkin bombs or ghosts to your own maps via Hammer.

Personally I can see two reasons they might be doing this, other than just to be rude. Firstly, they do perhaps not want us to bed them because it's a feature they plan to remove after halloween, and the pumpkins on the maps would then be rendered useless. Secondly, having maps with pumpkins after halloween might make you able to get the achievement after halloween, perhaps Valve considers this unfair.
