Its because valve really fucked it up like they did with many of the other community submitted items (vita-saw, dappers, dalokohs, etc) its a shame really, i like the original design

Valve (and the community) will not rest until the Soldier has a hat representative of every type of soldier there ever was.

Personally, I'd love to see a video of a round where both teams go all Soldier and all red Soldiers don a certain type of hat while all blue Soldiers don another type. SAMURAI ARMY VS. ROMAN ARMY
