Very nice, but it makes me wonder why Valve couldn't have spent 10 more minutes on paint to make it better like this.

The whole update screams "UNFINISHED!". They released it on September 30 because they promised to do it in September in an interview.
And once again, what do we learn? Do not rush Valve. What they do may take ages, but when it's there, it's usually of high quality.
