They said that you get upgrades for each thing so yes.
I could see stuff as:
increased speed
increased hp
resistence to w/e
and the 5th tab is the canteens that you can buy.
They should make an all class canteen misc.
An achievement item for buying all the canteens.

Fun fact: Abusing the console/server files to allow engineers to place multiple sentries has always worked with the wrangler. In fact, there have been a few "legitimate" glitches that have allowed you to place multiple sentries, and those work all right for wrangling, too. For example...

I think it's a grenade canteen. Or even just grenades that replace your canteen. It makes a lot of sense and this is the perfect chance for TF2 to finally get grenades.
