Probably not, time you can survive underwater is x+health divided by y, where x is the time you can spend underwater without losing any health, and y being the damage per second underwater once x has passed

Engineers can survive underwater indefinitely with a Level 3 Dispenser, as it heals him faster then he drowns.

In water-based maps this allows you to easily make underwater nests.
