It's supposed to be Expedient Engie, the idea being that he doesn't need to spend all this money on fancy new clothes just because it's got a few pesky bullet holes in them. And it's not a cowboy hat per say, it's supposed to be a '40's bluesy fedora. I figured he's a bit of a bluesman, so why not
