you could make it animated with him chewing it and then blowing the bubble? dunno how that would work as a cosmetic though, you'd need a whole new playermodel animation I guess.

Yeah I don't think that wold work in the end. It would remove all his usual mouth animations when he speaks, it would probably look very weird when scout's jaw and such move when he talks, it would have to be placed above his old lips and could protrude oddly, it would require both skills in rigging and animating.

Good job. However, I would suggest removing some of the wear and tear you have on the barrel. You wouldn't have w&t there, observe real life objects and how paint tears work. Put the w&t on the sharp convex edges, because there shouldn't be very much on concave ones.

I am triangulating the mesh to be sure it follows the engi's mesh as close as possible to prevent clipping when rigged.
